广州民营科技园（下称“民科园”）1995年经国家批准成立，属广州高新技术产业开发区“一区五园”之一，作为首个国家级民营科技园，是白云区连接中心城区与北部产业带的关键节点，也是广深港澳科技创新走廊北部源点。
Established in 1995 with the approval of the People's Republic of China,Guangzhou Sci-Tech Park for Private Enterprises is one of the"Five Parks in One Zone"of the Guangzhou High-tech Industrial Development Zone.As the first national-level private science and technology park,the Park serves as a strategic gateway linking Baiyun District's central urban area with the northern industrial corridor,and stands as the northern origination point of the Guangzhou-Shenzhen-Hong Kong-Macao Science and Technology Innovation Corridor.

为深入贯彻落实党的二十大精神和习近平总书记视察广东重要讲话、重要指示精神，广州市加快推进“工商并举、两业融合”的战略部署，同时为突破民科园核心区高端酒店、商务会议、商业综合体等配套不足、难以满足招商引资和高端人才安居需求的现实瓶颈，以民科园打造“创新驱动示范区、新质生产力引领区、高质量发展先行区”目标为引领，以国际视野谋划园区高端产业配套设施，着力构建集产业服务、商务交流、生活配套于一体的中心型产业社区门户综合体。探索“以产兴城、以城促产、产城融合”的发展新路径，助力民科园从“产业园区”向“产业社区”深度跃升，实现枢纽功能与城市经济的融合共生。
To thoroughly implement the guiding principles from the 20th National Congress of the Communist Party of China and the important speeches and instructions delivered by General Secretary Xi Jinping during his inspection tour of Guangdong,Guangzhou is accelerating the implementation of its strategic initiative of"Balanced Development of Industry and Commerce,Integrated Growth of Manufacturing and Service Sectors".
To address the practical bottlenecks plaguing the core area of the Guangzhou Sci-Tech Park for Private Enterprises—namely insufficient high-end hotels,business conference venues and commercial complexes that fail to meet the demands of investment promotion and residential accommodation for high-caliber talents—we will be guided by the Park’s development goals to build itself into a demonstration zone for innovation-driven growth,a pioneer zone for new quality productive forces,and a vanguard zone for high-quality development.Taking an international vision,we will plan high-end industrial supporting facilities within the Park,and strive to develop a central gateway complex for industrial communities integrating industrial services,business exchange and living amenities.
We will explore a new development pathway of"boosting urban vitality through industrial growth and advancing industrial expansion via urban upgrading,with integrated industry-city development",fueling the profound transformation of GPSTP from a mere industrial park to a comprehensive industrial community,and realizing integrated and symbiotic growth between hub functions and urban economy.

This competition is sponsored by Guangzhou Baiyun Urban Development Group Co.,Ltd.,with Guangzhou Urban Planning&Design Survey Research Institute Co.,Ltd.acting as the competition organizing agent.
本次竞赛任务内容包含整体设计、建筑设计两部分，具体范围及任务内容如下：
The competition comprises two parts as master planning and architectural design.The specific scopes and tasks are as follows:

（一）整体设计
i.Master Planning
设计范围面积约14.8公顷，东至新广从路、南至规划横二路、西至规划纵二路、北至规划横一路，开展公园绿地、历史建筑、地铁出入口等与开发功能地块的一体化设计，充分考虑协调性、可达性。
The scope of master planning covers approximately 14.8 hectares,bounded by New Guangcong Road to the east,Planning East-West Road2 to the south,Planning South-North Road2 to the west,and Planning East-West Road1 to the north.The planning should integrate park green spaces,historic buildings,metro entrances,and functional development parcels,with full consideration given to coordination and accessibility.
（二）建筑设计
ii.Architectural Design
设计范围面积约8.9公顷，总计容建筑面积约31万平方米，包括商办20万平方米，居住11万平方米，拟建设包括酒店、商业、办公、人才社区等多功能业态于一体的产业社区。通过对各业态建筑单体进行建筑方案设计，明确各功能落位及布局、场地内外及建筑单体交通组织，及项目整体的建筑天际线及立面形象。竞赛方案将作为后期设计整合深化后的规划和报批报建要求的设计依据，建设量最终以实际报建批复为准。
The scope of architectural design covers 8.9 hectares,with a gross floor area of approximately 310,000 square meters,comprising 200,000 square meters for commercial and office use and 110,000 square meters for residential use.The project is envisioned as an industrial community integrating hotel,retail,office,and talent community functions.Through architectural design proposals for individual buildings across different functions,this part aims to define functional layout,internal and external circulation,and overall skyline and building facade.The winning proposal will serve as the basis for subsequent design integration,optimization,planning approval and permitting processes.The final development scale is subject to the approved planning and construction permits.
本次竞赛采用公开报名的方式，公开接受境内外设计机构报名；组织召开资格预审会对报名申请的设计机构进行资格审查及投票排名，按程序择优评选10家入围参赛机构，参与下一阶段方案设计编制；入围参赛机构设计成果提交后，组织专家评审会评选前3名优胜奖、4-6名优选奖、7-10名入围奖。
This competition adopts an open registration process，accepting applications from both domestic and international design teams.A pre-qualification review meeting will conduct a pre-qualification assessment and vote to rank the registered teams.In accordance with the established procedure,10 teams will be shortlisted to proceed to the subsequent schematic design phase.After the design teams submit their results,an expert review panel will be organized to evaluate and select the Top 3 Winning Proposals,the 4th–6th Excellence Awards,and the 7th–10th Finalist Awards.
1.本次竞赛不接受任何形式的联合体或个人报名参赛。
1.The competition does not accept any form of joint venture,consortium,or individual registration.
2.申请人是合法注册的独立法人或合伙制企业或其他组织，须提供有效的营业执照或注册登记证明。
2.The applicant shall be a legally registered independent legal person,partnership,or other organization,and shall provide a valid business license or registration certificate.
3.申请人负责人为同一人或者存在控股、管理关系的不同单位，不得同时以多个申请人名义参加。
3.The Applicant,together with any other entities sharing the same legal representative or having cross-shareholding or management affiliations with it,shall not concurrently participate as separate applicants.
4.申请人须具有酒店、商业、住宅、办公等范围之一的建筑设计项目，或以上功能业态组合的综合体建筑设计项目，或地标门户建筑设计项目的相关业绩。
4.The Applicant shall have proven track records in one or more of the following types of architectural design projects:hotels,commercial facilities,residential developments,office buildings,mixed-use complexes integrating the above functions,or landmark architectural design projects.
5.申请人在本行业领域声誉良好，没有被相关部门处以吊销营业执照、吊销资质、停业整顿或者财产被接管、冻结、进入破产程序等状况。
5.The Applicant shall enjoy a sound industry reputation and shall not have suffered revocation of business license or qualifications,business suspension,asset receivership,asset freezing or bankruptcy proceedings ordered by competent authorities.
6.领衔设计师须亲自开展本项目的设计工作，且亲自出席进行成果方案汇报。领衔设计师所获的奖项、荣誉、执业资格、业绩等将在资格预审评审时予以综合考虑。鼓励由申请人所在属地的核心设计团队参赛，为保证设计人员对本次征集背景和相关要求有准确理解，团队中应至少有一名以汉语为母语的设计人员。
6.The Lead Designer shall personally undertake the design work for this project and attend the final proposal presentation in person.Awards,honors,professional qualifications and achievements won by leading designers will be comprehensively considered in the pre-qualification review.Participation by core design teams based in the applicant’s locality is encouraged.To ensure the design team fully and accurately understands the background and relevant requirements of this solicitation,the team shall include at least one native Chinese-speaking designer.
（一）奖金设置
i.Prize Setting
竞赛奖金（含设计版权费）共计870万元（人民币）。经过技术审查及方案评审后，符合要求的设计方案将获得如下费用：
The total amount of competition prizes(including desgin copyright fees)stands at RMB 8,700,000.Following technical review and proposal evaluation,design proposals that meet the requirements will be awarded as follows:
（1）前3名优胜奖：各获得奖金人民币200万元（含税）；合计人民币600万元；
（1）Top 3 Winning Proposals:Each receives RMB 2,000,000(tax inclusive);totaling RMB 6,000,000;
（2）4-6名优选奖：各获得奖金人民币50万元（含税）；合计人民币150万元；
（2）4th–6th Excellence Awards:Each receives RMB 500,000(tax inclusive);totaling RMB 1,500,000;
（3）7-10名入围奖：各获得奖金人民币30万元（含税）；合计人民币120万元。
（3）7th–10th Finalist Awards:Each receives RMB 300,000(tax inclusive);totaling RMB 1,200,000.
（二）说明
ii.Notes
前3名优胜奖获得者有义务根据专家及业主单位的修改意见完成一轮设计整合优化。
The top three winners are obliged to an additional a round of design integration and optimization according to the revision opinions of experts and owners.
竞赛结果公示后，主办单位将结合项目需求，从优胜奖方案中最终确定实施方案，并按照相关法律及规定程序，考虑邀请相应机构为后续的工程方案提供设计服务，具体费用另议。
Following the public announcement of the competition results,the Organizer shall select the final implementation scheme from the winning entries in light of project demands.Pursuant to applicable laws and stipulated procedures,the Organizer reserves the right to consider inviting the relevant institution to provide design services for the follow-up engineering design,with specific service fees to be negotiated separately.
